As an experienced leader in the wealth and risk management industry, I am dedicated to helping you enjoy life by fostering a culture of learning and guidance to support your best living. My journey as a Financial Planner began in 1988 when I graduated with a BBA in Finance from Loyola University, in Baltimore, Maryland. Getting a job was not easy as the financial markets were recovering from a large correction and the savings and loan crisis was in full swing. But life goes on and I ventured into the world of business with a $100 in my pocket and the enthusiasm to make a difference. My career began with John Hancock Financial Services (JH). At that time, business was conducted at the kitchen table in a client’s home, paper maps helped me find my way, office computers were a relatively new concept, and cell phones were big and bulky. During my time at JH, I learned the value of working with families. In addition, I strengthened my commitment to my clients by obtaining the designations of Chartered Life Underwriter (CLU®), Chartered Financial Consultant (ChFC®), and Registered Health Underwriter (RHU®).

    From 1993 through 2000, I strengthened my knowledge in the corporate world by working with two insurance companies. There I learned to work with business owners and high-net individuals. I quickly came to the conclusion that I wanted to advise clients, not sell products. 


    With twelve years of knowledge and experience, I decided it was time to start my own firm. My driving principal at that time, and which I still adhere to today, is to use my independence to provide unbiased advice. What mattered most was not the sale but that my clients received trustworthy advice. As my practice grew, I officially formed The Tenet Financial Group in 2006. The firm embraces the three common core beliefs of: health, wealth and living. To complement my practice, I further expanded my services and grew the company to include a team of professional advisors from various disciplines. Obtaining my Certified Financial Planner Professional (CFP®) and Accredited Investment Fiduciary (AIF®) designations furthered my commitment to my clients. In reflecting back on my career, I can say life is truly a journey and I offer this advice: always keep your eyes and ears open for your next opportunity, keep an open mind, and be willing to listen. My path to my present status in the financial planning industry began in New York in 1980 when I started work at a large Park Avenue C.P.A. firm where I provided tax planning and compliance services, primarily to high wealth clients and their families. I worked there through 1986, during which time I completed, through part-time evening classes, an M.B.A. (specialization in taxation) at Baruch College, City University of New York. It was certainly a busy time, but for those who may recall or are familiar with the so-called go-go times of the 1980s, an exhilarating one as well.

    While the often complex nature of my client’s financial lives afforded me an unusually strong opportunity to develop and grow my tax skills, I learned early on that it was often the soft skills that counted most to them. Although some might argue that an individual’s ability to listen or empathize is simply a function of personality, I would argue differently based on my employment experiences at, what I would regard as, an especially enlightened C.P.A. firm. While strong technical skills surely were a necessity, we learned early on that success in developing long-term relationships would depend largely on our ability to work at and maintain a close focus on our client’s aspirations and concerns.


    In 1987, having found that two of my favorite aspects of employment were teaching at firm seminars and conducting research, I entered into a Ph.D. program that has led to my work as a professor at a regional university. The links between college professor, tax advisor, and financial adviser are natural ones. I have, for example, authored CCH’s Investment Tax Planning Guide as well as a number of academic and professional publications, including articles in the Tax Adviser and The Journal of Accountancy. I am a long-serving member of the Maryland Association of Certified Public Accountants’ (MACPA) Personal Financial Planning Committee, where I have previously served as its chairperson. Currently, I serve as chairperson of the MACPAs’ Practitioners’ Committee.


    At The Tenet Financial Group I know I have found a home in an organization that strives for the highest level of professionalism and focus on personal attention that, 30 years after beginning my career in the financial services industry, are just as vital and relevant for me in serving my clients today.

Dawn James

CPA, Dawn James CPA & Co., P.A.

My journey as a CPA began as a Medical Technologist. Who knew the path that I would take and where I would end up! I graduated with a Bachelor of Science Degree in Medical Technology, in May of 1981, from the University of Maryland at Baltimore. After graduation, I began working in a microbiology lab and gained considerable experience in the healthcare industry. Back then, you could go to school for free. Never being satisfied with my accomplishments along with my thirst for knowledge, it led me to take accounting and tax courses. One thing led to another and passed the CPA exam; it wasn’t planned, it just was a natural progression. In May 1985, I passed on my first try. Again, it wasn’t the plan, but life just took me down that path.

I had received an incredible offer from one of the “Big 8” accounting firms, but I realized that my heart was set on working with smaller type clients where I could personally impact their financial journey. My CPA at that time was starting his own firm so I eagerly joined him. It was an absolutely wonderful experience! I learned everything about building a practice from the ground up, as well as helping clients save taxes and run their own successful business.


    After working for four years with small businesses and individuals, I was recruited by a bigger regional firm which gave me the opportunity to increase and enhance my tax knowledge. This was another great decision, as the firm allowed me to expand and develop additional tax expertise to master bigger businesses and more complex tax situations as well.


    Although I loved the complexities and challenge of working with the “bigger” type clients, my passion was still for the “little guy”. So, eight years later, in May 1996, in what turned out to be a landmark year, I decided to start my own company. My firm would be geared towards those individuals and businesses that needed guidance and could actively prosper from my valuable insight and expertise. So, with no clients, I began my life’s journey. Over the years, I have been instrumental in molding people’s finances in helping them run their businesses better, paying less taxes, and reviewing their financial instruments. It is with great honor that I have been trusted by so many people!

Max Neil Highstein

My journey as a Certified Public Accountant as well as an investment advisor representative began in 1971 the year I graduated from the University of Maryland. I graduated in the top ten percent of my class. I went to Loyola College for a Master’s Degree and once again graduated in the top 10 percent of my class.


While in graduate school I worked for what was then a “Big 8” accounting firm, Peat Marwick and Mitchell. I worked many hours at the firm as well as going to school at night. When you are young you have all the energy in the world. That is how I acquired my work ethic.

    I was hired away from Peat Marwick and Mitchell by a large local firm to become a tax manager. It was here that I learned how to manage staff.


    In 1981 I started my own accounting practice. I wanted to be able to provide enhanced personal services in all areas dealing with my client’s financial matters. In addition, I also became a faculty member at Towson University. I taught Finance, Accounting, and Taxes for three years. Since my practice started to grow very quickly, I had to give up the teaching position.


    In 1997, I moved in with an Elder Law Practice specializing in Estates and Trusts. For the last twenty years, I have shared space with the Law Firm Frank, Frank & Scherr, LLC.


    I have over 35 years of Tax and Financial Planning. Since my specialty is with Seniors, I have learned the struggles that they face with regards to investments as well as tax planning.


    I found that in order to be able to successfully advise seniors, the tax aspects of their lives must be a big part of their investment strategies. As a part of the Tenet Financial Group, I can help my clients with their tax planning and refer them to Kevin Bultman to assist them with their investments and financial planning. Many times, in my work days I have gone to my client’s domicile, be it an assisted living facility or their personal residence, to make sure they understood their tax planning status.


    I have appeared on FOX 45, a local news station in Maryland, to explain how some of my clients had their identities stolen. In addition, I have helped those clients get their identities back, dealing with the Internal Revenue Service as well as the Comptroller of Maryland.


    I went to work with the Tenet Financial group because I found Kevin Bultman to be very responsive to the clients that I brought to the Tenet Group. In addition, Kevin understands the tax consequences of Investment Advising.


    In today’s world, it is important to provide personal service to your clients. As many of us are aware, speaking to a computer or a person in a foreign country is not good enough when working with an individual’s assets.


    Although no one can predict the future, it is important that you have a competent Financial Planner to accompany you and your loved ones on that long journey. Kevin Bultman will be able to guide you on your journey in regards to your investments and financial planning.

I have been an active board member and sponsor for ten years of the Baltimore Women's Classic, a local foundation committed to improving the daily lives of women with cancer while promoting fitness and healthy lifestyles among all women. I also volunteered with GEDCO, a multi-faith partnership providing affordable housing and support services to seniors and mentally challenged individuals in the Govan's community. I spend my free time swimming at Meadowbrook pool, riding the NCR bike trail with friends, kayaking Lake Roland, gardening at my home in Mt. Washington, and having fun with my five siblings, their wives and her nieces and nephews.

Our planners are required to take several hours of educational classroom studies each year to maintain their credentials and to help keep current on financial matters. The following represents a brief description of these important credentials and designations.

Our planners hold some of the financial industry’s recognized designations. Having a credential shows our commitment to the industry and, most importantly, our commitment to bringing you up to date and relevant financial information. Our planners are required to take several hours of educational classroom studies each year to maintain their credentials and to help keep current on financial matters. The following represents a brief description of these important credentials and designations.

  • CFP®, Certified Financial Planner Professional:

    The individuals who hold the CFP® designation have completed a course of study in financial planning subject areas that the CFP® Board has deemed appropriate. They must also have three years of full-time financial planning experience (or the equivalent, measured as 2,000 hours per year). The individual must also pass the comprehensive CFP® Certification Examination. The designation is awarded by the Certified Financial Planner Board of Standards, Inc.

  • ChFC®, Chartered Financial Consultant:

    The ChFC® designation has been a mark of excellence for almost thirty years and currently requires nine college-level courses, the most of any financial planning credential. Average study time to earn the ChFC® exceeds 450 hours. Required courses cover extensive education and application training in financial planning, income taxation, investments, and estate and retirement planning. Additional electives are chosen from such topics as macroeconomics, financial decisions for retirement, and executive compensation. ChFC® designees must meet experience requirements and adhere to continuing education and ethical standards. The credential is awarded by The American College.

  • CLU®, Chartered Life Underwriter:

    For more than 85 years the CLU® has been the respected risk management credential for advisors. Designees have completed eight or more college-level courses representing an average study time of 400 hours. Topics for required courses include insurance and financial planning, life insurance law, estate planning, and planning for business owners and professionals. Elective courses include such advanced topics as income taxes, group benefits, retirement planning, and health insurance. CLU® designees must meet experience and continuing education requirements and must adhere to a high ethical standard. The mark is awarded by The American College.

  • RHU®, Registered Health Underwriter:

    Registered Health Underwriter (“RHU”) designation is the premier credential in the health insurance market. An RHU is a professional financial advisor specializing in living benefits, including income replacement and risk management solutions for individuals, business owners and professionals. RHU professionals are required to continue learning throughout their careers and are committed to maintaining ethical standards.

  • AIF®, Accredited Investment Fiduciary:

    A designation issued from the Center for Fiduciary Studies®, the standards-setting body for Fi360. The AIF designation signifies specialized knowledge of fiduciary responsibility and the ability to implement policies and procedures that meet a defined standard of care. The designation is the culmination of a rigorous training program, which includes a comprehensive, closed-book final examination under the supervision of a proctor, and agreement to abide by the Center’s Code of Ethics and Conduct Standards. On an ongoing basis, completion of continuing education and adherence to the Code of Ethics and Conduct Standards are required to maintain the AIF designation.
